When do you prepare Requirement Traceability Matrix(RTM)
before testing aor after completion of testing?

I have very different scenario when should one start writing tractability Matrix.
If you starts with BRD -> FRD - >Test scenario -> Test case -> Expected result - >Status
Business Analyst must start with RTM by referring first two steps (BRD (Business Scenario) & FRD (detail specification of the scenario)) rest of the steps must be done at QA department.
Now look at the tractability matrix in reverse direction from status to BRD........ we are tracing requirement at very initial location i.e BRD. If Business Analyst is having acceptance test done at initial level then you have very sound BRD and FRD ready for development and testing.
