earth voltage is 22V how to solve it

Check resistance of earth pit/mesh connected with Start
point (Neutral of Transformer). If reisitance is more than
5 Ohms your Neutral to earth voltage will be increased
accordingly. So you have to improve the resitance of your
earthing network to less than 1 Ohm
