Why we are using temperature and pressure as a reference when measuring flow of steam?

Generally flow measured will be represented as -- m3/sec at
NTP or STP i.e with reference to temperature and pressure,
so if don't consider temperature and pressure at which we
are measuring flow it may lead to erroneous value.
