During a temperature rise test of a bus duct, it is fed
with 415 volts at 2000 amperes. Why dont we get an electric
shock if we touch the bus bars?

Generally this test is carried-out to verify the temp limits.
The testing done by applying low voltage to one end and
other end is shorted by suitable link same as that of heat
run test we conduct on transformers.
the capacity of test transformer is limited. Primary voltage
is high but the voltage on the secondary is less to a few
volts to circulate SC current.
So due to low voltage of the source, cuurent thru your body
will not flow due to low voltage.
