According to the Indian Boiler Regulation 1950- "A boiler is a closed vessel exceeding 22.75 liter ( 5 galons) to generate steam under pressure and includes any mountings or fittings attached to such vessel which is wholly or partialy under pressurewhen steam is shutt off"
