I would like to create users and the users account should be
locked after 3 login attempts. How to create ? And where
these locked information has been stored.

on Solaris 10
in /etc/default/login
SYSLOG_FAILED_LOGINS=5
set this variable , it mean take 5 times to wrong passwd and
after that user locked by wrong passwd.
