If system does not boot What are the files missing ? And
how to troubleshoot the problem without reinstalling OS ?

There are two files are missing that is ntldr and ntdetect.
solve:boot the pc again with boot- able CD of XP than press R for Repair it 'll be boot on dos mode than type c:\>chkdsk c: /r than wait for few mints than restart computer it will be open with XP.
