why the emf of a cell more than the terminal voltage when the
cell is delivering current?

The EMF is the elcromotive force independent of current
flow but when the current stats flowing in the circuit then
there i some voltage drop due to the internal
resistense.So,The net potential difference will be V=E-IR
where V is the voltage,
E is Electromotive Force,
R is internal resistance.
