why hv winding is not placed near to transformer core

if you provide hv winding nearer to the core of the transformer....then the insulation betn core and hv will be THICKER....and hence the cost of insulation will increase..and also the size of the transformer ...after then you have to provide insulation betn hv and lv(it is compulsory to provide insulation betn lv and hv....whatever hv is nearer to the core or lv...but with lv there will be thin insulation betn core and lv...and about tapping.. you can provide taps on any winding..according to your need..).....this all just because of insulation consideration ..!!!!
