1.due to presence of capacitance in transmission line(generally distributed in nature)the voltage at receiving end becomes more than sending end called ferranty effect occures.
2.generally for any device(cables,wires...) at the time of manufacturing the insulation level given depends on full load voltage level only i.e,nameplate details.but due to ferranty effect the voltage increased than rated hence insulation damaged causing dead short circuit.
3.by using voltage regulators simply.there somany methods also
