How can transformer oil be used in transformers with voltage
rating above its breakdown voltage?

in transformers oil be used for insulation purpose between
core and body, reducing winding temperatures. main thing
protecting for the transformer from un-balanced loads,
internal short circuits and winding temperatures. it's should
be have minimum break down voltage is 50KV.
