this we do from the protection pt of view.
the insulators on the towers(ceramic disc type), their single unit is designed to protect from 11kv. this voltage is suitable according the mechanical and electrical constraints.
that's why on a 33kv tower you might see 3-5 discs of the insulator(discs never less than v to be protected from).
