what happens in the primary side of the transformer if
transformer is short circuited first and increasing the
resistance of the short circuit gradually?

Short cct here means short ccting the secondary. at that
time, transforemr will deliver it's short cct capacity of
current, normally 1/Z in p.u. terms. if the resistance
increase the current in secondary will reduce but the
effect of resistance is negligible considering the
secondary winding inductance!
