Why TAP changer provided in primary side of HT
transformer ? and why not in secondary?

There are two reasons; one reason from electrical and the
second one from practical point of view:
1- Low current on HV side makes tap changing smoother and
lowers stresses on the diverter switch.
2- HV windings are generally on the LV windings(consider
concentric HV and LV windings). Therefore the wiring of the
taps would be easier in comparison to the case where the
taps on LV side may be wired through HV windings.
