surge arrestor is the device which can only absorbs the
surges(high current) occuring due to any type of
symmetrical or unsymmetrical faults or due to lightening
strokes.it contains earthing resistors which can earth the
extra high current by providing a low resistance path.

In Indian Household, generally we receive 220V AC single phase supply. But AC has 2 phases, +ve & -ve. So in +ve half cycle current is flowing...so what happens in the -ve half cycle?? Please illustrate.
