Why we have short circuit the secondary of the transformer

that is l.v side,
at h.v side current is less and voltage is high
but l.v side voltage is less and currents is high
in order to get current rated we have to short circuit the l.v terminals by applying less than rated voltage at h.v side.
the small amount of voltage at h.v side is enough to produce rated current at l.v side so that test is conducted on l.v side only,
the small amount of voltage at l.v side not able to produce
rated current at h.v so we are not short circuiting h.v side

current transformer balance the power level on both sides. e.g in case of step up, at secondary side voltage rise but current decrease and vice versa in case of step down transformer. but how this power level remains same in case of current transformer and voltage transformer
