Ans #1 is partly correct, but probably that is not the
intended answer. Rating of a motor is decided depending on
the ambient temperature. When you say that the rated
current is 38 Amps, what you mean is it can take a
continuous current of 38 Amps at the design ambient
temperature (say 40 degree C). During winter, the ambient
temperature may be 10 deg. At that ambient, it can take a
much higher current. (You can also give extra cooling of
the motor winding by providing an external ventilation
fan).
