why hv winding is not placed near to transformer core

The previous answer is wrong.Because irrespective of equipment,we have to manufacture any equipment economically.
If we provide the HV winding Near to the core,Suppose the HV voltage is 11000V.We have to provide the insulation between core and HV coil is 11000 V.Then in between HV and LV winding agin we have to provide insulation 11000 V.Here The insulation cost is very high.
In other way ,if we provide LV winding near by core,the LV voltage is 415V,we have to provide insulation for 415 V between core and LV winding only.So cost of insulation is considerabily reduced.
That is why HV winding is not placed near to core.
