why hv winding is not placed near to transformer core

One of the reason for that is the practical difficulty in
the arrangement of the Tap Changer, because Tap changer is
placed on HT side for voltage adjustment.
Also the insulation between the Core and the HT winding
has to be thick to withstand the stress.So the size of the
arrangement will be more bulkier.
