I believe that the questioner meant to ask about Current Transformer where it will result in CT BURN OUT if the secondary is left open due to immense flux built up at the secondary.This is why the CT is built to operate in subtractive polarity which will cancel out the flux built from the primary on secondary.
Otherwise in a VT or in normal power transformer the secondary winding should never be shorted bcoz it will result in severe short circuit.which is very dangerous.
