From BASIS access level from sap GUI. it is not possiable.
you can login by the '<sid>adm' at os level. Then
user 'lusrmgr' command. You will get user list at OS level
& permission to unlock the concern user.

when ever i try to installed sap ecc6.0 sr2 on single system. it show error on phase import abap "Not all objects are successfully processed.
