Yes.
A transformer designed for a particular voltage and
frequency rating can be used for different set of
mentioned ratings as long as ratio of voltage to the
frequency does not deviates from designed value.
By emposing this constraint, the core of the transformer
will not saturate.Since the winding is assumed capable of
sustaining overheat, so only deciding factor is V/f ratio.
i.e,(V/f)=fixed at rated value.
50 Hz at 500V
25 Hz at 250V
75 Hz at 750V and so on.
