There is not a signle answer for this situation , I faced
this problem , and faced critisim also. I changed the
process steps as part of the reaction.

Assumptions are the most critical factors when PM work out
the planning stage.

As PM it should have been noticed in requirement and test
case reviews about the various platform compatibility
checks.

But this requirement missed totally, in this case,estimate
and negoiate with the customer and ask for the new time
lines for phase by phase migration to 64 bit platform.
Mostly the impact will be on projct cost and who will be
accounted for.
