I believe you are talking about the air drier of a transformer
because this is an electrical forum.
When the transformer gets hot the insulating oil gets expended
and the air inside the conservator tank is pushed out through
the breather pipes and when the transformer gets cooler the
oil contracts and external air is drawn in. A path is created
for the movement of the air and some drying agent is placed
within them like silica gel.So all moisture is trapped by
drier.
