IF i have switchgear with busbar current rating of 1000Amp
35kA then is it necessary to have outgoing breaker kA rating
to be equal to busbar kA rating?

The Busbar Rating specifies the maximum short circuit current it can see and operate, so you can put a breaker up to breaking capacity of busbar,
Ambience temprature has to taken into consideration while designing the LT Panel.
