what are the standard values for resistances(Megger testing)
between L&N, L&E and N&E (L=Live,N=Neutral, E=Earth)?

You ask the value between L,N and E. So I will assume that you will test for single phase and the test voltage must be 500 v scale and full scale is 100 mega ohm.Minimum value should be 0.5 mega ohm between each conductors. If lower than that value, the cable or wire is not certified to use. For three phase, above answer is acceptable,too.
