The potential difference between a phase and neutral is
230v , but the potential difference between two phases is
400v. why?

phase to phase displacement is 120degree and phase to phase
means the system is in delta connection.where as phase to
neutral means the system in star connection.in this star
connection phase to neutral voltage is 440/1.732(Root
3),i.e., single phase connection.
