why ELCB can't work if N input of ELCB do not connect to
ground?

Hi,all, i've got a problem with the understanding of ELCB,
may i know if only Red and yellow phase (2 wire of 3 phase)
connected to 4 pole ELCB? Does ELCB need a neutral to make
it work?
