If you can ping a server, but can't telnet or ssh to it,
what could be the problem?

it's definitely not in Single user mode.
There might me a quite few issues.
1) the SSH/ TElnet service may be down.
2) Might me problem with the default shell of that user.
3) Cannot initialize the default parameters for that user.
