How much voltage we get between two wire of 4 to 20 ma
output? Is this voltage up or down respectvice to 4 - 20
ma ?

normally you gets 24-30VDC diretly connecting the volt
multimeter acroos it.
Also depends on the connecting the load resistance across
it.
E,g. When you are connected the 250 ohm load across it then
you get 1-5 volt or for 500 ohm 1-10 volt up & dowm
respective 4-20mA.
