Well I think, that the lead should see what the client
wants in the release. Then accordingly the prioritization
should be done of modules and work should be delegated
amongst the team. This will help the team to atleast test
the most important modules that are required by the client.
Similarly, if it is a maintenance project and this
situation arises, then I think the bugs which are on
highest priority should be given first preference.
