The neutral to earth connection in my industry is showing a zero reading
(shorted). I have a machine which has to be installed where neutral to earth is
not shorted and shows a leak voltage <3 Volts. Please suggest me how it is
possible.

SImple earth is always in zero potential, so when u connect
neutral to earth or measure voltage it will show zero
voltage. But actually neutral is the return path or it is
required for completing a ckt. It shows the unbalaced
system voltage. If system is balaced neutral will show zero
voltage or otherwise it will show voltage. So check load
condition.
