Answer

To configure sub-interface frame relay, We must enter two
commands in Physical Interface
1. Encapsulation frame-relay
2. No shutdown

3. No ip address (% This is optional, without this the frame
relay will work)

I configured in GNS3, It works fine without giving " no ip
add" command.
