What is meant by consignment stock?

if A is plant and B is the vendor.
in A premises there are 10 material
stock is in plant premise but A is not not owner, B is the owner.
if we purchased through goods receipt for 2 material then A is the owner, rest of the 8 material remains B is the owner.
