web based app comes under to 3-tier or n-tier arch.
so it's called as internet.
The web app can be developed by using java ,.net,etc.

It depends upon the purpose the application is to serve.
Mostly we have the n-Tier architecture where the front end
is designed by using .net or java. the servers are
maintained by apache or tomcat. the database may be ms-sql
or oracle or sybase.
