It would depend on where I am, for example if I am at a
Place like Gurgaon,I would simply walk over (since it is
not mentioned where in Delhi do I have to reach).If I am a
bit far and if it is an emmergency I will hire a helicopter
(in the question it is mentioned planes are not working,
there is no mention of helicopters). But if I am too far
away,I would establish contact through "internet" (since in
the question there is no mention of physically reaching the
Place and also there is a mention of telephones) last
resort would be to navigate into Delhi through the Yamuna
(but i am not sure if the Yamuna in Delhi is navigable .I
request Delhi-ites to advice on the same)

well if we have to go delhi,and all telephone is also not working, then we will choose web conferencing ,,it's easiest and better option nd will be less costlier than any other mode...
