An NC machine is numerically controlled but has no memory
storage and is run off of the "tape" each time the machine
cycles. A CNC machine has memory storage and the program
can be stored in its control.
The NC machine was the fore-runner of the modern machine
tool industry but is seldom used in todays manufacturing
industry.

Numerical control is a system in which the actions are
controlled by the direct insertion of numerical data at one
point and the system must be in a position to interprete at
least a part of this data.
This is the defintion given by Electroni Industries
Association.
In numerical control the programme is fed to the machine by
means of a punch tape and this punch tape has to be
recycled for each product of that batch. It does't have any
memory.
Where as in CNC (computer numerical control), the machine
is usually having an on board control with memory to store
the programme. In this also, the programme will be entered
by means of punched tape but the punched tape need not be
recycled for each product in the batch.

CNC machines allows the used to import a CAD/CAM file.
To certain level Numeriacal Controlled can be done by PLC.
CNC machine almost always requires a computer.

NC machines include any automated device that executes a program using some type of symbolically-encoded input [not controlled via computer]. Examples include a music box, programmable loom machine, player piano, relay logic, analog alarm clocks, older voting machines, analog-controlled household furnaces, or mechanisms driven by cams/gears/sectors/rotors. NC machines have existed long before computers were invented, and in many cases before electricity was harnessed.
The *only* difference with a CNC machine is that a computer was added to facilitate the program and control method. CNC machines are a therefore a subcategory of NC, whereby a computer is utilized. Many types of NC machines are outdated in current-day times, and have been converted to CNC. Examples include computerized fabrication machines, PLCs, industrial robots, vehicle autopilot systems, and many others.
The type of programming method is irrevelant unless a computer is utilized. If there's a computer, it's CNC. If there is not a computer: the program is run using another method, which makes it only NC. See the above for examples of both.
Each and every automated machine that existed prior to the invention of the computer are, by definition, NC. However, many have been updated in modern times. For instance, NC-controlled milling machines were used in the production of automobiles before transistors were invented. Currently most automated mills are CNC-controlled, but it does not mean all automated milling machines are now or have always been CNC.
