as per IT 194J professional fee or technical Fees or
Consultancy Fees.TDS is 10% SC-10% Cess-3%. and the amount
exceeds Rs.20,000/-.

As per section 94J since October 2009 onwards
If value of One invoice exceed Rs. 20,000/- 10 %
Or
Value of all invoice during year exceeds Rs. 50,000/- 10%
No surcharge and education cess since october 2009 onwards
