ORA-24401: cannot open further connections

Cause: Sufficient number of connections are not present in
the pool to execute the call. No new connections can be
opened as the connMax parameter supplied in
OCIConnectionPoolCreate has been reached.
Action: Call OCIConnectionPoolCreate in
OCI_CPOOL_REINITIALIZE mode and increase the value of the
connMax parameter.
