Cause: A FLASHBACK DATABASE command was tried but flashback
database logging has not been enabled.

Action: Flashback database logging must be enabled via the
ALTER DATABASE FLASHBACK ON command before a FLASHBACK
DATABASE command can be tried. If the database must be taken
back in time then a restore and incomplete recovery must be
performed.
