ORA-16797: SPFILE is missing in the Data Guard broker

Cause: SPFILE (server parameter file) is not being used in
the database, or the resource guard failed to retrieve the
status of the SPFILE.
Action: Issue "CREATE SPFILE='..' FROM PFILE='...'" command
to create an SPFILE, and restart the database to use the SPFILE.
