Cause: The broker rejected a write operation requested by
the client when the primary database is not reachable from
the database where the request was made. All modifications
made to the Data Guard broker configuration must be
processed by the copy of the broker running in the instance
for the primary database.

Action: Check your network connection between the database
to which your client is connected and the primary database.
Alternatively, you can connect your client to a different
database in the Data Guard broker configuration and try your
request again.
