How do decrease the TPS,when one Vuser is running? For
example, I am running one DRB with TPS 18 TPS, I want to
maintain it as 7 TPS, how?

By including think time you can reduce the number of TPS...!

Did you try:
1) Decreasing the Pacing,
2) Increasing the intermittent Thinktime.
Or have you already tried these Run-Time settings.
