Archimedes principle, the weight of water displaced by any
body equals the weight of the floating body. In sea water,
as density is more, less volume of water has to be displaced
for a swimmer to float. Hence, it is easier to swim.

The density of the sea water is more than the density of river water. Thus upward thrust is larger. When a body is submerged in sea water the weight of the sea water is displaced is equal to the weight of the river water. A larger body is to be submerged in it. Hence it is easier to swim in a sea water than a river water.

The density of sea water is more due to dissolve salt in it as copared to the density of river water hence. The upthrust (buoyant force) esters on the swimmer by the sea water is more which helps in floating and makes swimming easier.
