Why COBOL/400 is giving 95 session error when opening a file even though the file is having key and the screen or display file is having IND ARA defined?

Why COBOL/400 is giving 95 session error when opening a file even though the file is having key and ..

I tried to compile the PF with key as well as non-key and also tried with
IND ARA and not IND ARA keyword. Still it is giving 95 error when opening
the files (DSPF as well as PF or LF Files)
