hi to every one i'm new member,i think test plan is
document which contains details of testing i,e testing
approach,scope, roles & responsibilities,s/w and h/w,
schedule,testing factors/ modules tht has to be
testided ,module tht are not tested, testing
techniques.where as developement plan means it will be all
about development details...........correct me if i'm wrong

Test plan - by Test lead
nothing but application understanding, raise and obtain
clarification from the client, preparation of possibilities
of risk and it's mitigation... including the Test Stratedy
i.e)Test levels, testing tools,roles and responsibilities
to the testers,risk and mitigation,regression approach,test
groups,test priorities,Test status collection report,Test
maintenance and Test Summary...

Development plan is SDLC(Software Development life cycle)

Test plan is basically a document mentioning the approach
for testing, testing coverage, risk management, test
approach, test strategy, etc.

While developement plan is a document specifying the coding
appraoch like which language to be used, responsibility,
how software has been divided into modules, modules delivry
dates, risk management, requirements etc etc
