Metric Filter as highest priority
Consider We used both the filters in report
default it consider only metric filter
if we want both filters result
uncheck the option ADVANCED in metric condition editor

Metric filter is the highest priority bcoz of it is a
default option in advanced options and also change the
options in advanced tab to be set the report filter is
first priority, also both at time priority.
