first we can delete the temp files and cookies manualy or
using the software,stop all the downloads or toorent
application you can check the speed in speedtest.net,if its
showing proper check with the virus in your system ,in lan
propertie you can check the sent and recieved data

First and foremost check the physical connections of the machine.
Reseating the cable might help sometimes.
Check whether there are any duplex mismatches which is causing the page to load slow.
If you have the admin level privileges check the access-lists,routes through which the machine can access Internet.
These are the things which popped in my mind.

Will access-lists,routes cause the delay in the loading of
webpage ? not really.
Resetting the cable might help sometimes.---Reaching to the
point. one of the possibility.
