According to US what exactly a backlog mean ? when v repeat a subject twice is it considered as two backlog or as just taken as one backlog...??? and r backlogs taken with respective to subjects or additional certificates..???

i have taken 6 1/2 yrs to complete my Bachelors in mechanical engineering with 56.5 % and 31 backlogs. GRE score of 1150 and TOEFL 100. Hi all, my F-1 visa request was rejected two years ago (December 2008) and now I will try for the second and last time on January 7,2011. Previously my brother, who lives in the U.S.A, was my sponsor but this time I'm self sponsored and changed my university. Last time the VO said "You are going to work with your brother" and rejected my visa. So the possible questions for my visa will be as follows and please give me some possible answers. Thank you! Hi i was rejected for F-1 visa at Chennai consulate on 9th of July 2008, i hope, i was rejected in the case of my backlogs, they are 13, and now am planning to take the visa interview again, so what would be my answer if they ask me " why u have been rejected for the first time "? and " Why these many backlogs" ?
