yes we can do it. we just have to use admt tool and then
for shell on exchange 2007 we can run move-mailbox command
to move mailbox.

Yes..you can move the mailbox from Ex-2003 to Ex-2007 using
a powershell script command Run Move-Mailbox |Server Name

In this case during the mailbox migration the user can also
access his mailbox based on Admin and Business requirement
and Approvals.
